CHIEF EXECUTIVE OFFICER

SIGARMONEY NAIDOO

Sigi has over 40 years’ experience in the built environment, all areas of business development and ownership, and Project and Programme Management. Having spent more than 30 of these years in executive leadership positions at major national construction companies and engineering consultancy groups. Sigi has acquired a lifetime of skills in operations and business leadership, and people leadership, and has built strong and long-lasting client relationships. He is an industry leader in advising clients on strategic initiatives to execute their objectives, grow their organisations, and deliver on their mandate. Being at the helm of the Henry Fagan business has afforded Sigi the opportunity to surround himself with a strong executive leadership team that enables him to actively pursue opportunities for the business, be a powerful technical and business advisor, ambassador, and be a strong and reliable councillor to clients and the industry at large. In addition to holding numerous professional association registrations and fellowships, Sigi is a registered Professional Construction Project Manager with the South African Council for Project and Construction Management Professions (SACPCMP). This is a testament to his leadership in successfully completing mega projects across Southern Africa.

CHIEF OPERATING OFFICER

LURENDRIN NAIDOO

Lurendrin Naidoo is an experienced Project Manager with an Honours degree in Information Sciences, PGDip in Project Management, and an Executive MBA degree. He has over 13 years of diverse experience across the Built Environment, Finance, Insurance, Information Technology, and Advisory Services. He has managed and delivered multiple complex projects across Southern Africa, including an infrastructure upgrade program of 50 schools, Passenger Rail Station Upgrade Projects in the Western Cape, and within a Project Management Office supporting a Metropolitan Municipality on an Integrated Rapid Public Transportation Network (IRPTN) initiative in Gauteng.

His adept problem-solving and stakeholder management skills, and consistent track record in successful project delivery have modelled him to be a sought-after resource as a Project Leader. He is renowned for his commitment to execution, operational effectiveness, and unwavering dedication to achieving successful project outcomes. He has a passion for driving efficiency improvements whilst maintaining financial obligations.

GLOBAL TECHNICAL LEAD

GAILLARD ROSSOUW

Gaillard Rossouw is a Professional Civil Engineering Technologist with over 35 years’ of experience and has a proven track record of delivering mega projects in the built environment. These include human settlements, roads, airports, rail, and other infrastructure projects. Gaillard is proficient in airport planning, design, and delivery, refurbishing and upgrading building infrastructure, and planning and designing rail yard and maintenance infrastructure. He has worked for and led built environment professionals in numerous local and international organizations. Gaillard’s current focus centres around advising on and contributing to significant projects in retail and commercial, human settlements, healthcare, educational, and infrastructure developments across the globe. One of his current roles is the Project Director leading a team of professionals in a Project Management Office (PMO) overseeing a R2.2b water and sanitation refurbishment and upgrade project in Southern Africa.

FINANCIAL EXECUTIVE

ANDRÉ P CHETTY

Andre is a seasoned professional with over 25 years of financial management, operational management and strategic planning experience. He has successively held positions of CFO, Group Management Accountant and Operations Manager in the various business sectors. He has held senior management positions over the years in companies such as SUN International, BSS (FourNews Dev.Group), Prestige Group(Div of BIDVEST), Wasteman, Aveng Group, Bytes Technologies, Hydroscand Group and DAWN Group. Andre has played a significant role in company transformation to focus on the strategic delivery of financial systems, business development, fund raising, investments and hedging activities, that improved productivity and sustainability in the various companies, as well as personally driving performance improvement programmes. Andre holds a BComm in Financial and Management Accounting, and Investment Finance from the University of Witwatersrand and a BSc from the University of Natal. He also holds a Post Graduate Diploma in Business Management.

EXECUTIVE: INFRASTRUCTURE, PORTFOLIO & PROGRAMME MANAGEMENT

DON DE KOKER

Don is a Professional Civil Engineer and Professional Project Manager with over 21 years of experience. He holds a master’s degree in civil engineering and has demonstrated his expertise in leading multi-disciplinary architectural and engineering teams by delivering mega projects across Southern Africa.
He recently successfully delivered and commissioned the Biomedical Research Institute building after 4 years of construction at the Stellenbosch University Campus in the Western Cape, South Africa. Other significant projects and programmes completed under Don’s leadership includes multiple sub-projects in the Sol Plaatjes University Programme of Projects, University of the Western Cape, and the BMW vehicle Manufacturing Plant in Gauteng. Don is currently leading a professional team on the refurbishment of the Parliament project in Cape Town and has a significant lead role on the VCWB R2.5b sanitation programme in the Free State.

EXECUTIVE: HEALTHCARE AND UTILITIES

WERNER BELLINGAN

Werner is a highly experienced Professional Civil Engineer and Professional Project Manager with over 25 years of experience in delivering mega projects across Southern Africa. He also holds a Master’s Degree in Business Administration (MBA) and is a recognized F A Arbitrator.

Werner has carved a career in infrastructure and property development, spanning commercial buildings, healthcare facilities including hospitals, educational institutions such as universities and schools, and infrastructure for human settlements.

His expertise extends to various aspects of engineering, encompassing roads, storm water management, MEP, sewer drainage systems, water supply, electricity supply, and information and communication technology. Werner is proficient in various contract and forms of agreement including NEC3 PSC, NEC3 ECC, FIDIC, GCC, JBCC, PROCSA, and other bespoke contracts.

STRUCTURAL LEAD

PANKAJ BHULLA

Pankaj is a Professional Structural Engineer with 27 years of extensive industrial and commercial experience in structural steel and concrete design, including site and design management. He has lead, designed, detailed and supervised the execution of a range of large scale structural endeavours including industrial, fluid retaining, sport (stadium), multi- storey buildings and general infrastructure works. He ensures cost effective design and management delivery duties for all his clients. Pankaj has a National Diploma, Bachelor of Science and a Post Graduate Diploma in Civil Engineering and is a registered engineer with ECSA and ERB (Botswana).

MEP LEAD

KURT NEL

Kurt is a Professional Electrical Engineering Technologist with extensive career spanning over 33 years experience leading all aspects of electrical engineering projects in the built environment. He has proven success in delivering large-scale building and infrastructure ventures within deadlines and budgetary requirements. Kurt is adept at initiating innovative strategies to drive performance enhancement and boost productivity, proficient in pro-active co-ordination, communication, and on-site supervision. He has demonstrated expertise in assembling, evaluating, and translating complex requirements into sustainable building and infrastructure solutions. WATER AND SANITATION LEAD

QUINEX CHILUWE

Quinex is a Water and Sanitation Engineer with 17 years of experience in water resource planning, design, implementation, and management of infrastructure programs in South Africa and elsewhere in Africa. He has extensive institutional knowledge and continues to advise clients in the public and private sectors on surface and subsurface drainage, irrigation canals, bulk pipelines, water & wastewater treatment works, and various hydraulic infrastructure.

Quinex has led projects in design and implementation in hydrology, hydraulics, water resources, stormwater, and subsurface drainage analysis as well as investigative and feasibility studies. He has also honed skills in analysis and development of policies, strategies, and legislation for agriculture, water, and natural resources including water conservation and demand management, water and sanitation master plans, asset management, risk assessment, and project management.

He holds an MSc in Integrated Water Resources Management, a BSc in Engineering (Agric), and will soon acquire a PhD in Water Resources Management from the University of Pretoria.
